Harrow’s planning enforcement pages say you need to upload your evidence in PDF format. If you’re reporting a suspected planning breach, you should also provide the address or location, a description of the breach or problem, when it started, how it’s affecting you or your property, and the names and addresses of any owners, occupiers or companies involved.

Harrow also notes that anonymous complaints are not usually followed up. If you’re ready to report it, you can do that through MyHarrow Account or the reporting page.
