If Harrow declines your parking permit application and you’ve already paid, they’ll refund the payment but deduct a £25.00 administration fee. Harrow says an application may be declined for reasons like living in a permit-restricted property, not living within a CPZ, applying for a business premises, or having a vehicle that’s too large or heavy.
