Hartlepool decides council tax banding by the value of the property as it was on 1 April 1991. The property is placed into one of eight valuation bands by the Valuation Office Agency, and the band is shown on your council tax bill.

If you think your property is in the wrong band, Hartlepool says to contact the Valuation Office Agency. You can also appeal your council tax bill if you think there’s been a mistake or your property should be exempt.
