You apply for Housing Benefit online through Havering’s Housing Benefit claim form. The page also says you can save your application and come back to it later, and you’ll need to click Proceed before submitting.

Havering says you can only claim Housing Benefit if you’re of working age and live in specified accommodation, working age and in temporary accommodation, or at Pension Credit age. If none of those apply, you’ll need to claim Universal Credit instead.
