If Perth and Kinross refuses a placing request, you can appeal in writing to the Perth and Kinross Education Appeal Committee. The refusal letter should also tell you the reasons, and the council can give you details of the appeals procedure and any other school spaces that may still be available.

If your request was refused because it was a new-session placing request, Perth and Kinross also keeps a waiting list for those August-session requests, but not for immediate or mid-session refusals.
