Based on Preston’s licensing hearing procedure, the report should include the facts of the case and the personal details of the applicant or licence holder. It should also set out any matters the applicant needs to respond to, since they’re expected to explain anything mentioned in the report.

If this is for a hearing, Preston’s process also allows witnesses and other people making representations to speak after the report has been presented.
