how do i report a missed bin collection
Bolton says you can report a missed bin collection on the council website. If your bin was due out and none of the usual reasons apply, they’ll usually return within 48 hours of the scheduled collection day, and you should report it by 5pm the next working day.

A couple of things to check first: the bin needs to have been out for collection, the lid must have been closed, and access shouldn’t have been blocked by parked cars, skips, roadworks, snow, ice or flooding. Bolton also says if your street is already listed as a known missed collection, you do not need to report it.
