Yes — Perth & Kinross says construction or demolition noise should normally stay within set hours, and if it happens outside those hours you can report it.

If the noise is outside those times, Perth & Kinross recommends first speaking with the contractor. If that doesn’t solve it, contact the Environmental Health team at oneh@pkc.gov.uk or call the Customer Service Centre on 01738 476476.
It also helps to provide the location of the works, contractor details, the type of noise and timings, and any communication you’ve already had with the contractor.
